Summary of Bond Expenditures
The voters of the Everman community approved 2 separate bond elections. The first was approved in 2005 for the amount of $18,000,000. The second bond election was approved in 2007 for the amount of $45,000,000. These elections were the result of proactive district leadership and involved citizens in the community.
The Everman School District grew considerably in recent years and the campus needs also grew accordingly. The district leadership solicited community involvement to help identify the needs of each campus which would provide the greatest benefit to the students and the educational process. A committee was assembled and for weeks the committee scrutinized the campuses. The committee submitted a thorough report containing immediate and long term needs of each campus. The report consisted of a list of issues ranging from minor cosmetic details to major construction projects. A recent review of this list indicated that 88% of the items on the list have been accomplished. The remaining 12% of the items were either of minor importance or have been rendered irrelevant by the successful completion of other projects. The number of completed projects far exceeded the original scope of the district’s needs. A summary and brief description of the projects completed with the bond funds follows.
Due to interest income, timely construction bidding and prudent management practices, the citizens in the Everman School District received approximately $68M of improvements with the $63M original bond proceeds.
SUMMARY OF COMPLETED BOND PROJECTS
DISTRICT WIDE
- Electrical upgrades – Additional electrical plugs and electrical surge protection equipment were added to 5 campuses. These upgrades provided not only more plugs but protection of the circuits and computer equipment.
- Technology upgrades – All campuses received new data cabling and data transfer switches to provide better, faster and more dependable access to the internet.
- Miscellaneous concrete projects – several campuses received concrete poured at key areas to eliminate drainage problems.
- Architectural and engineering services – The district enlisted design experts to draft a master facilities plan for the district. This also includes design fees for the construction and monitoring of the numerous construction projects.
- Paving – Asphalt paving was upgraded at Hommel, Souder and the high school.
- Real Estate – Property was purchased for the Charles Baxter Junior High School. We also purchased 26 acres just east of the high school for future use.
JOE C. BEAN HIGH SCHOOL
- Jefferson Davis Ninth Grade Center – The new building for ninth grade students was constructed. This relieved significant crowding at the high school.
- Transition Hall – A connecting corridor between 3rd and 4th halls allows for smoother student flow within the building. The prior student route was a long distance from the 9th grade center to the cafeteria and other classrooms. This improvement drastically changed the manner in which the campus flowed.
- Athletic Field House – Our exceptional athletic program benefitted greatly from the increased space and function provided by the new building. This new building also provides public restrooms for spectators at athletic events.
- Concession Stands – Both the home and visitor sides of the stadium received larger concession stand to provide better and more efficient food service for spectators.
- Gym locker rooms – both of the gyms received the benefit of locker rooms that received major upgrades for sport specific uses. These locker rooms provide easy access to both gyms and also sufficient locker space for the respective sports they serve.
- Gym weight room – Two rooms that were used for minor weight lifting activities and storage were combined into a larger more versatile weight room. This area serves primarily the basketball and volleyball programs.
- Gym Lobby Restrooms – The problem of insufficient restroom access for the public during games has been solved. The large restrooms adequately serve a large number of men and women.
- Science Lab remodel – The antiquated science labs received a significant facelift with new lab tables for experiments. The necessary safety equipment such as vent hoods and eye wash stations were also added.
- 7th Hall remodel – Choir and theatre arts now have large open rooms that serve their needs well. Choir also has access to restrooms so they can change clothes for their performances.
- Track Events – We constructed long jump, triple jump, pole vault pit, discuss and shot put facilities east of the football stadium.
- Resurface the running track – The track around the football field was removed and resurfaced. A drainage system was added to each end of the track as well as along the northwest edge for improved drainage and longer track life.
- Athletic Training Room upgrade – The old weight room and athletic training areas were combined for a larger more efficient space to treat injured athletes. There is now sufficient space for the trainer’s buggy, ice machine, treatment tables, physical therapy equipment and locker rooms. This area also includes a classroom for formal instruction of athletic training techniques.
OLD JUNIOR HIGH SCHOOL
- Kitchen and cafeteria expansion – The kitchen was 40 years old and required more space and new equipment to adequately serve the increase in student population. The seating area was also increased about 30%.
- New classrooms – 8 new classrooms with restrooms were added on the rear of the existing building.
- New track – A new 4 lane running track and football field were added for Physical Education, football practice and for community use.
POWELL INTERMEDIATE SCHOOL
- New classrooms – 8 new classrooms with a full size gymnasium and restrooms were added to the rear of the existing building to accommodate the increase in student population.
BISHOP ELEMENTARY SCHOOL
- Cafeteria upgrade – New flooring and ceiling were added
- Classrooms – 2 portable classroom buildings were added to relieve crowding
- Playground – New playground equipment was added
HOMMEL ELEMENTARY SCHOOL
- Playground – New playground equipment was added.
- New air conditioning units were installed on a portion of the building.
- Flooring – New carpeting was installed.
SOUDER ELEMENTARY SCHOOL
- Playground – New playground equipment was added
- Classroom upgrade – New ceilings and light fixtures were installed in the classrooms to brighten them.
- Air conditioning – Several new air conditioning units were installed on the roof.
TOWNLEY ELEMENTARY SCHOOL
- New campus – Construction of this new campus serves the kids in that area of the district extremely well. The bright, colorful environment makes this campus a tremendous asset to the district.
- Playground – New playground equipment was added
E. RAY ELEMENTARY SCHOOL
- Building addition – New classrooms, restrooms and large library were added to the existing building. The classrooms are larger and have stimulating color accents.
- Portable classrooms – One new portable classroom was added and the others were relocated to accommodate the new addition. New ramps and covered porch areas were added to them.
- Playground – New playground equipment was added
- Kitchen – A new kitchen grease trap was installed
- Roof – A new roof was installed on the older portion of the building.
- Air conditioning – New air conditioning units were installed at the same time the new roof was installed. The old units were over 20 years old.
- Sun room – A sun room type of addition to the west side of the building was removed due to ongoing foundation problems. Windows and brick were added to the wall where the addition was.
CHARLES BAXTER JUNIOR HIGH
- New Campus – Construction this new campus changed the attitudes of the entire district. Such a bright wonderful environment for the students and staff has created new opinions about education in this district.
JOHNSON SIXTH GRADE CENTER
- Administration area – The construction of a new administration suite provides building security and office efficiency. This area includes a new nurse’s office and conference room.
- Restrooms – The student restrooms were upgraded and now are brighter and cleaner looking.
- Corridors – The open sidewalks were enclosed in glass to provide the students all weather access to various parts of the building. The new floor tile adds a fresh clean look to a previously dark campus.
- Clocks and bells – A new clock, bell, intercom and public address system was installed in each classroom. Previously there was a partial system that was not integrated as one and worked sporadically.
- Library – A new library was created from two classrooms. The previous art room and computer lab were reconfigured into a brightly lit library with computer lab equipment.
- Multi media room – This surprise find was discovered during the demolition phase of the construction. A previously hidden tiered classroom was finished out as it was originally designed and provides a wonderful amphitheater type environment for special presentations.
- Lighting – All classrooms received new ceiling tiles, lighting fixtures and accent paint colors to add a fresh brightness.
- Teacher area – A larger teacher’s lounge allows the teachers to have a quiet, private area for their lunch. The adjacent workroom provides the teachers a place to prepare for lessons and make copies.
TRANSPORTATION
- Bus driver’s lounge – The previous driver’s area was an unsafe shack. The new building provides the drivers a comfortable break and restroom area to prepare for their routes.
MAINTENANCE BUILDING
- New building – The purchase of a 35,000 sqft office and warehouse building for maintenance operations and technology offices provided badly needed space. Maintenance can now store large amounts of furniture, copy paper, various maintenance materials and equipment comfortably. Many of the maintenance vehicles are now able to park secured inside the building.
- Technology Department – Technology also relocated their operations to this new building. A district wide server room was created as well as technicians spaces to setup and repair district computers.
- Training Room – A large classroom with the many data connections was incorporated into the remodeling. This room has proven very useful for district wide training sessions.
